Parish and town precepts, 2025/26 to 2026/27
Data note written 5 November 2026.
What it counts. Rows of MHCLG's table of local precepting authorities in England (parish and town councils, parish meetings, grouped parishes, charter trustees and the Temples) that report a Band D precept for both 2025/26 and 2026/27 on the same row. The two figures on each row are compared as the table reports them; no names are joined across years.
| Outcome | Rows |
|---|---|
| Band D precept rose | 7,067 |
| Band D precept fell | 1,501 |
| No change, same precept in both years | 354 |
| No change, no Band D precept (zero) in either year | 1,311 |
| Rows compared | 10,233 |
Counts of rows, calculated by comparing the two Band D figures reported on each row: rose 7,067, fell 1,501, no change 1,665, total 10,233. Source: MHCLG, Council Tax statistics for town and parish councils in England: 2026 to 2027, tables Parish_Level_Data, Notes, Ceased_New_Renamed_Parishes. Publication date not recorded in the source manifest; accessed 5 October 2026.
A parish Band D precept is only the parish part of a bill, and it differs from one parish to the next. Whole area Band D figures elsewhere on this site include an average of these parish precepts, so a property in a particular parish pays a different amount.
Rows set aside, as the table's notes require
- 7 rows exist only in 2026/27 and 4 only in 2025/26; 8 of them carry a note recording a formation, removal or split.
- 1 row carries the note that its precept is negative, so the change is not read as a rise or a fall.
- 53 compared rows carry the note that earlier figures were revised; the revised figures are the ones compared.
The table's list of renamed parishes for 2026/27 has 30 entries; all of them are among the rows compared above, under their new names, and 12 of the new names record a grouping with other parishes. Counted from MHCLG, Council Tax statistics for town and parish councils in England: 2026 to 2027, table Ceased_New_Renamed_Parishes.
The table's notes used here
- [note h]: Band D amounts are as reported by local authorities, they represent the amounts that have been billed and may not necessarily exactly match the value of the precept divided by the tax base.
- [r]: The 2022-23 to 2025-26 figures have been revised since the previous publication as a result of corrected data from North Kesteven District Council.
- [note i]: This precept is negative because the district council collects rental income from parish land on behalf of the parish and distributes this back to residents as a reduction on their Council Tax.
- [note j]: Bournemouth Charter Trustee and Poole Charter Trustee no longer exist and Bournemouth Town Council, Broadstone Town Council and Poole Town Council have formed in 2026-27.
- [note k]: St Albans Parish Council has split into St Albans Parish Council and Deer Park Parish Council in 2026-27.
The figures are on each council's page in its parish table, and on Your bill and precepts. Find a council.
Band D since 1993/94
Data note written 5 November 2026.
What it counts. The whole area average Band D figure (MHCLG's Area_CT series) for each of the 296 current billing authorities in England, year by year from 1993/94 to 2026/27, in cash terms as displayed. A year is compared only where the table holds a figure for both years.
Basis. This series includes average parish precepts: its 2026/27 figures match Table 9 of the 2026/27 levels release, whose note says "Figures include parish precepts and adult social care precepts.", for 296 of 296 councils at the displayed precision. The England row of the table is not held in this site's extract, so this note gives no England figure.

Whole area Band D includes the average parish precept for the council's area; a property in a parish pays a different amount. Cash figures, not adjusted for inflation, generally in whole pounds.
Across all year pairs, 9,292 council years were compared: the figure rose in 8,590, fell in 331 and did not change in 371. 1 pair was set aside because a note says the two years are not directly comparable.
